LAO 3.0 is a rebalance on the items which make them go up to lvl 999 - it makes the game significantly harder by making the items harder to wear (the stats requirements are higher). Instead you're supposed to level up your way to lvl 100 through a special zone, and then you take out bosses and farm super powerful gear allowing you to then take out even more powerful bosses. You aren't supposed to go in NG+ in Synergies. Then it has an endgame where you have still stuff to do after you hit lvl 100, powerful bosses to defeat, etc. Synergies is a rebalance where your character is more powerful, but so are your enemies.

To install them, you click on "Subscribe", then next time you launch Torchlight 2 it will update the mods.
